නීති විරෝධීව මෙරටට එතනෝල් ගෙන්වීමේ සිද්ධියේ ප්‍රධාන සැකකරුව ඔහුගේ පියාගේ තෙමස් දානමය පින්කමට සහභාගි වීම සඳහා යෑමට නඩුවෙන් නිදහස් කරනවාට විරෝධතාවක් නැතැයි රේගුව කළ දැනුම්දීම සලකා බැලූ කොළඹ අතිරේක මහෙස්ත්‍රාත් චන්දිම ලියනගේ මහතා රේගු නිලධාරීන්ගේ ක්‍රියා කලාපය දැඩි දොරදර්ෂණයට ලක් කරමින් සැකකරු (4දා) නිදහස් කෙළේය.
Target-news - - අරක්කු හදන්න හොරෙන් එතනෝල් රැගෙන ආ චූදිතයා නිදහස් ......... -------------------රේගුවට චෝදනා Ethanol suspects released – Customs blamed ..................... නීති විරෝධීව මෙරටට එතනෝල් ගෙන්වීමේ සිද්ධියේ ප්‍රධාන සැකකරුව ඔහුගේ පියාගේ තෙමස් දානමය පින්කමට සහභාගි වීම සඳහා යෑමට නඩුවෙන් නිදහස් කරනවාට විරෝධතාවක් නැතැයි රේගුව කළ දැනුම්දීම සලකා බැලූ කොළඹ අතිරේක මහෙස්ත්‍රාත් චන්දිම ලියනගේ මහතා රේගු නිලධාරීන්ගේ ක්‍රියා කලාපය දැඩි දොරදර්ෂණයට ලක් කරමින් සැකකරු (4දා) නිදහස් කෙළේය. සමාන චෝදනා ඇති නඩුවලදී එක් එක් ආකාරයෙන් කටයුතු කරන්න ගියොත් අධිකරණයේ විශ්වාසය නැති වෙනවා. ශ්‍රී ලංකා රේගුව කියන්නේ මේ රටේ ප්‍රධානතම ආදායම් ලබන රාජ්‍ය ආයතනයක්. මේ නඩුවේ සැකකරු මුල් අවස්ථාවේදී නිදහස් කිරීමට අධිකරණයට හැකියාවක් නැහැ කියා රේගුව ලිඛිතව සහ වාචිකව කරුණු ඉදිරිපත් කළා. අද රේගු නිලධාරීන් කියන්නේ සැකකරු නිදහස් කළ හැකි බවයි. එක පාරටම රේගු නිලධාරීන් වෙනස් වුණේ ඇයි? සමහර පුද්ගලයන්ට එරෙහිව පරීක්‍ෂණ කටයුතු අවසන් කරන්න දීර්ඝ කාලයක් ගත වෙනවා. සමහර පුද්ගලයන්ගේ පරීක්‍ෂණ කටයුතු කඩිනමින් අවසන් කරනවා. ඔවුන්ව නඩුවෙන් නිදහස් කරන්නැයි අධිකරණයෙන් ඉල්ලා සිටිනවා. මේ නඩුවේ විමර්ශන අවසන් නොමැතිව තිබියදී සැකකරු නිදහස් කරන ලෙස රේගුව ලිඛිතව හා වාචිකව කරුණු ඉදිරිපත් කරනවා. මෙවැනි ආකාරයෙන් කටයුතු කරන්නේ ඇයි දැයි විවෘත අධිකරණයේදී රේගු නිලධාරීන්ගෙන් ප්‍රශ්න කළ අතිරේක මහෙස්ත්‍රාත්වරයා ඉතා වැදගත් මෙවැනි පරීක්‍ෂණවලදී නිසි පරිදි කටයුතු කරන්නැයි රේගු මධ්‍යම විමර්ශන අංශයේ රේගු අධිකාරි පී. ඩබ්ලිව්. නානායක්කාර මහතා සහ රේගු අධිකාරි (නීති) එන්. ඩී. කේ. සෙනෙවිරත්න මහතා ඇතුළු රේගු නිලධාරීන්ට දැඩි ලෙස අවවාද කෙළේය. නීති විරෝධීව මෙරටට එතනෝල් ලීටර් 65,100ක් ගෙන්වීම සම්බන්ධයෙන් ඉකුත් මාර්තු 20 වැනි දින අත්අඩංගුවට ගෙන ඊයේ (4දා) තෙක් රිමාන්ඩ් භාරයේ සිටි රංග දර්ශන සමරක්කොඩි නමැත්තා නිදහස් කරමින් අතිරේක මහෙස්ත්‍රාත්වරයා එසේ ප්‍රකාශ කෙළේය. පැමිණිල්ල වෙනුවෙන් පෙනී සිටි රේගු නිලධාරීන් අධිකරණයට වාර්තාවක් ඉදිරිපත් කරමින් සැකකරුගේ සහෝදරයා වන රුවන් වීරක්කොඩි නමැති අය පෙරේදා (3දා) දින ලිඛිතව ඉල්ලීමක් කරමින් තම පියාගේ තෙමස් පූර්ණ දානමය පින්කමට පෙර සැකකරු නිදහස් කරදෙන මෙන් ඉල්ලීමක් කර තිබූ බව අධිකරණයට දන්වා සිටියේය. ඒ අනුව සැකකරු නිදහස් කිරීම සම්බන්ධයෙන් විරුද්ධත්වයක් නොමැති බව රේගු නිලධාරීන් අධිකරණයට දන්වා සිටියේය. සැකකරු වෙනුවෙන් නීතිඥ තිවංක ඒකරත්න මහතා සමඟ පෙනී සිටි නීතිඥ නලින්ද ඉන්ද්‍රතිස්ස මහතා කරුණු ඉදිරිපත් කරමින් රේගු නිලධාරීන් විසින්ම ඉදිරිපත් කළ වාර්තාවෙන් සැකකරු නිදහස් කිරීමට විරුද්ධතාවක් නොමැති බව දන්වා සිටීම නිසා සැකකරු නිදහස් කරන ලෙස අධිකරණයෙන් ඉල්ලා සිටියේය. සැකකරු නිදහස් කිරීමට තීරණය කළ අතිරේක මහෙස්ත්‍රාත් චන්දිම ලියනගේ මහතා රේගු පරීක්‍ෂණවලට අවශ්‍ය වුණොත් පෙනී සිටින ලෙස සැකකරුට අවවාද කෙළේය. Colombo Additional Magistrate, Chandima Liyanage, yesterday(04) released a suspect, who was charged with importing a consignment of the chemical 'ethanol' to Sri Lanka, taking into account the recommendation made by the Sri Lanka Customs, but reprimanded the Customs officials that their questionable conduct in the case could place the credibility of the Judiciary in peril. The Magistrate reprimanded the Customs officials after they sought the release of the suspect, in order to allow him to attend an alms giving to bless his father – making a U turn from their previously stated position the Court does not have the authority to release a suspect until the related investigations are over. "Sri Lanka Customs is an institution that generates a good revenue. The Customs Department earlier made submissions, both written and verbal, stating the Court has no powers to release the suspect," the Magistrate noted. "Now, the Customs Department has changed its stance and has requested the Court to release the suspect saying he has to attend an alms giving. Why did the Customs change its decision?" the Magistrate questioned. The Magistrate also noted, on some instances, Customs investigations turn out to be time-consuming, while on other occasions they are unbelievably fast. "I am surprised why the Customs is recommending the release of the suspect, although the investigations against him are not yet over. Why do you act in this irresponsible manner?" the Magistrate questioned, reprimanding P.W. Nanayakkara, Customs Superintendent (Customs Central Investigation Unit) and N.D.K. Senevirathne, Customs Superintendent (Legal Department). Suspect Ranga Dharshana Samarakkody had been held in remand since 20 March, for allegedly importing 65,100 litres of ethanol illegally. Customs officers, on their submission noted, the brother of the suspect, one Ruwan Weerakkody, had made a written request on 3 June seeking the release of the suspect in order to enable him to attend his father's alms giving. The Customs officers also informed the Court they had no objection to the release of the suspect. Lawyers, Nalinda Indratissa and Thivanka Ekarathna, appearing for the suspect requested the Court the suspect be released as the Customs officers had not objected to his release.
