Plans to introduce separate driving licenses for private bus operators criticized

Private bus operators in the country say that the government's move to issue separate driving licenses for passenger transport would not address the issues faced by the passenger transport sector at present.
Head of the Lanka Private Bus Owners Association (LPBOA), Gemunu Wijeratne said that implementing a separate driving license to drivers would not help reduce accidents caused by passenger transport vehicles.
He explained that it is the lack of proper regulating of the passenger transport sector that has caused a large number of accidents involving them.
He observed that there is no proper regulating process for private buses including a proper time table for passenger transport vehicles.
According to Wijeratne, it is the race between buses that has resulted in an alarming increase in accidents on the road.
Commissioner General of Motor Traffic, S.H. Harischandra, has said that they are in the process of implementing the separate driving license for passenger transport drivers and remaking regulations are being made in order to pass it as a law.
The move is aimed at allowing only skilled drivers to provide passenger transport services such as buses and school vehicles as they have the significant responsibility of assuring passenger safety.
Meanwhile, General Secretary of the All Island Private Bus Owners Federation (AIPBOF) Anjana Priyanjith has noted that implementing a separate driving license process for passenger transport vehicle drivers would increase corruption and malpractices prevailing in the transport sector.
He explained that such a move would result in an increase in the monies spent to get a driving license.

ඉහළ යමින් පවතින අනතුරු අවම කිරීමේ අරමුණින් මගී ප්‍රවාහන රථ වාහන සඳහා වෙන්වු නව රියදුරු බලපත්‍ර ක්‍රමයක් හඳුන්වාදීමට මෝටර් රථ ප්‍රවාහන දෙපාර්තමේන්තුවේ අවධානය යොමුව තිබේ.

පෞද්ගලික ප්‍රවාහන සේවා අමාත්‍යාංශය සහ පොලිස්පතිවරයා ඇතුළු අංශ කිහිපයක් සම්බන්ධ වී පැවති සාකච්ඡාවකදී මෙම යෝජනාව ඉදිරිපත් වී ඇති බව වාර්තා වේ.

පසුගිය වසරේ දී සිදුවී ඇති රිය අනතුරු අධ්‍යයනය කිරීමෙන් මගී ප්‍රවාහන රථ වාහන අනතුරු ඉහළ ගොස් ඇති බවට අනාවරණය වී ඇත.

එබැවින් පාසල් බස් රථ සහ මගී ප්‍රවාහන සේවා සලසන රථ වාහන සඳහා පුහුණුව සහ පලපුරුදු රියදුරන් යොදා ගැනීමේ අරමුණින් නව රියදුරු බලපත්‍ර ක්‍රමය හඳුන්වාදීමට නියමිතය.

2012 වසරේ දී අනතුරු 42,000ක් පමණ වාර්තා වී ඇති අතර ඉන් මියගොස් ඇති සංඛ්‍යාව 2444කි.

පෞද්ගලික බස් රථ අනතුරුවලින් පුද්ගලයින් 320 දෙනෙකු පමණ එම වසරේ දී මියගොස් ඇති බව සංඛ්‍යා ලේඛන පෙන්වාදෙයි.

මෙරට සිදුවන රිය අනතුරු හේතුවෙන් සාමාන්‍යයෙන් දිනකට පුද්ගලයින් 07දෙනෙකු පමණ මිය යන බව පොලීසිය පවසයි.
